Firstly....to better answer the questions you have I need to know...what brand is the computer, what are it's stats (os, HD etc...) and how old is it?
From the sounds of it it could either be a graphic card issue, or a display issue or something as simple as the connection between motherboard and display is wonky. ( those are the easiest to fix) More serious and expensive would be a motherboard problem or if you have an on-board graphic card and not a separate one.
On the subject of new computers, both notebooks and desktops when it comes to power can be used either over here or in the US, but the differences will be in your OS, language settings and keyboard all of which can be changed easily.
In the EU I would suggest ( if you want an English system) looking at ordering from the UK ( might be pricey tho) There is also a great computer shop just over the board from Milan in Switzerland called Steg, they have a good internet site and may be able to help you.
For buying a new system locally I'd suggest going to media markt,( media World in italy) Saturn or what ever your large local electronics shop is locally, if you can find someone who speaks English and talking to them as to be honest these guys often have the best deals around.
Currently the best computers on the market are ACER, HP, Asus or online order of Dell.
Probably if you order a Dell you can customize it so you have a US keyboard. The OS language and settings can be changed at the keyboard.
